INTRODUCTION
The CCOHS legislation monthly report helps you track the legislative changes occurring in Canadian jurisdictions in April 2013. To assist you in tracking changes to this report, the updated information will appear in purple. Information contained in this report is restricted to environmental/health and safety legislation that is either available in the Canadian enviroOSH Legislation series or represents new items. We welcome your comments on this service. You can contact us at clientservices@ccohs.ca
Each jurisdiction contains information on the following:
1. Legislation in progress/proposed
1A. Acts
Contains the names of current federal, provincial and territorial bills relevant to the Canadian enviroOSH Legislation series. It is updated monthly. All bills are removed at the conclusion of a parliamentary session and a new series begins.
Note: If a bill has reached "Royal assent" this does not necessarily mean it is in force (effective). The notation NIF indicated Not in Force (i.e. will be proclaimed later).
Internet addresses containing proposed bills have been provided for those jurisdictions which supply this information. Please note that the bills are not official versions and that "first reading" bills may be amended.
1B. Regulations
List of proposals for amendments to current regulations or for new regulations. Some items may represent officially gazetted regulations which have yet to come into force. Summaries are included where available.
2. Amendments
Contains information about amendments which have come into force in April 2013. These amendments have been incorporated in the respective legislation by CCOHS staff.
3. Repealed Legislation
Lists documents repealed by the respective jurisdictions and removed from the Canadian enviroOSH Legislation series as of April 2013 under which they were made (Governing Act).
4. New documents
Documents that will be included in the Canadian enviroOSH Legislation collection. Please note that some items represent previously existing legislation to increase comprehensiveness while others are newly enacted legislation. Information is presented under the respective jurisdiction as follows: Title of the document, Governing Act (if necessary), and Citation.

Division 2 CANADA AMENDMENTS
Section 2.A Canada Acts
Canada Marine Act: SOR/2013-29 adds Belledune and Oshawa Port Authorities to Part 2 (Port Authorities That Are Not Initial Port Authorities) of the Schedule.
Hazardous Materials Information Review Act: S.C. 2012, c. 31, sections are in force amending definitions and various sections including sections related to the council, superannuation, powers of the Minister.
Railway Safety Act: S.C. 2012, c. 19, ss. 484-485 are in force adding subsections 16(4.1), (5.1) and (5.2) and replacing subsection 50(1) regarding publishing of proposed regulations.
Species at Risk Act: SOR/2013-34 amends parts 2, 3 and 4 of Schedule 1.
Yukon Act: S.C. 2012, c. 19 s. 216 is in force amending s. 23 regarding borrowing.
Section 2.B Canada Regulations
Domestic Substances List (Canadian Environmental Protection Act, 1999): SOR/2013-30 adds 3 substances to Part 1, adds 1 substance to Part 2, adds 6 substances to Part 3 and 1 substance to Part 4. SOR/2013-31 deletes 4 and adds 4 substances to Part 1. SOR/2013-57 adds 7 substances to Part 1 and adds 7 substances to Part 3.

Fishery (General) Regulations (Fisheries Act): SOR/2013-36 and SOR/2013-37 amend ss. 27, 39, 39.1 and replace ss. 28 and 29 regarding marking of gear.
National Energy Board Onshore Pipeline Regulations (National Energy Board Act): SOR/2013-49 renames the regulations (formerly Onshore Pipeline Regulations, 1999) and clarifies and consolidates management system requirements for NEB-regulated companies. NEB-regulated companies must carry out their activities within the framework of a comprehensive management system.
Port Authorities Operations Regulations (Canada Marine Act): SOR/2013-42 adds Part 6.1 (Oshawa Port) to Schedule 1 and aligns the French version with the English version.

Carbon Tax Act: S.B.C. 2011, c. 25, s. 283 is in force amending s. 71 to reference the Family Law Act.

Motor Vehicle Regulations (Motor Vehicle Act): B.C. Reg. 4/2013 App. 3 amends s. 30B.02 to refer to the BC identification card and adds Division 30D (Drivers' Licences - Beneficiary under the Medicare Protection Act).
